The two companies awarded the contract will provide services in the 32 zones that will be set up in the commune’s main districts to facilitate mobility throughout the city center using electric scooters and pedal bikes.
Estepona City Council has launched a call for tenders for the new Personal Mobility Vehicle (PMV) service, which will be rolled out in the city in the coming weeks.
Cristina Cintrano, councillor in charge of commerce, explained that for the first time, the municipality will be offering users an economical and ecological transport model, with various weekly or monthly package offers that will enable them to use the electric scooters and pedal-assist bicycles that will be distributed in the 32 zones reserved for parking.
In this way, the Consistory regulates the mobility of citizens in these means of transport and meets the objectives of the Agenda 2030 for sustainable development adopted by the UN and respects the commitment to adopt measures to facilitate travel, linking it to healthy lifestyle habits which, in the law on climate change and energy transition, involves local authorities with more than 50,000 inhabitants.
This service will be provided by two companies, who will only be able to park their vehicles in authorized and signposted spaces, failing which the customer’s recharging will not be interrupted and may be subject to sanction by the local police.
Electric scooters over 25 km/h must have a driver’s license In addition, both companies opting for this service must have a service enabling automatic, telematic deactivation of each PMV when it is detected that they are circulating in areas prohibited to road traffic.
In addition, the companies will inform all their customers, via their IT operations, of the traffic obligations and parking bans established by the regulations in force at any given time.
At present, general traffic regulations set the maximum speed limit at 10 kilometers per hour in residential areas and 25 kilometers per hour on urban roads and crossings, with drivers required to give priority to pedestrians in all cases.
The winners will also be provided with a system enabling real-time access to all VMS under management.
As for the award criteria, the City Council will take into account the best quality/price service offered to users, as well as the number of electric bikes made available and the commitment to maintain a physical location open to serve the public interested in using this new means of transport.

Interested companies can submit their bids until July 14.
The authorization period for companies runs from July 20, 2022 to July 19, 2023.
