The project of the town hall of Estepona to transform part of its coastline and to build a kind of new lighthouse, 15 stories high, in which culture will be a key element, has already paved the way. The recent formalization of the contract with the company Construcciones Bonifacio Solis, SL, to assume the drafting of the construction project, as well as the material execution of the works allows to activate the operation. If the commitments made by the company are respected, the final result should be visible on the ground in 19 months, that is to say at the end of 2022.
On the fixed schedule, six months correspond to the preparation of the document which will lay the foundations of the intervention; the other 13 months, at work. The prize budget is 12,040,000 euros, to which must be added 2,528,400 euros in VAT. The total brings the sum to 14,568,400 euros.
The action, planned in the area of Avenida de España, takes as its reference the project drawn up by the architect Salvador Moreno Peralta. The development of this strip of land will allow the city of the Costa del Sol, which continues its particular commitment to become the Garden of the Costa del Sol, to have a balcony to strengthen its relationship with the sea. It highlights the creation of a large pedestrian zone in front of the Pescadores district, with public squares and parks staggered between the avenue and the current promenade.
One of the undisputed protagonists of the proposal is the 15-storey tower (thirteen of them above the ground level of the avenue), which is the central element, a kind of new modern beacon that will accommodate a variety of socio-cultural uses.
“Its main function is to serve as a viewpoint in its privileged location, but with a no less iconic function as a representation of the modern face of Estepona (…) landmark of the urban centrality that the Cultural and Social Center will represent “, is it detailed in the brief of the basic proposal.
Without wanting to be definitive, the team in charge of the preliminary project puts possible destinations on the table. Thus, it suggests the possibility that the two floors below the ground level of Avenida de España could accommodate a music conservatory, with a small room for musical auditions or conferences, rooms for theoretical classes, rooms for individual and collective rehearsals, and an exhibition hall on two levels.
From these two levels, on the ground floor and on the eleven other heights envisaged, uses such as a library are prohibited. The configuration of the library would leave the first floor for the storage of books; the third, fourth, fifth and sixth floors for the reading rooms, with tables and shelves; and the seventh and eighth floors for multipurpose and modular areas by means of movable partitions for study areas, exhibitions, teamwork, coworking and training and learning rooms).
